Should health research funding be proportional to the burden of disease?

Public funders of health research have been widely criticized on the grounds that their allocations funding for disease-specific do not reflect relative burdens imposed by different diseases. For example, US National Institutes Health spends a much greater fraction its budget HIV/AIDS and smaller migraine than contribution to burden disease would suggest. Implicit in this criticism is normative claim: Insofar as scientific opportunities are equal, each patient merits into condition proportional which responsible. This claim—the view—is accepted but has never fully specified or defended.
